The fact that he was at AAA while Bowa was at AA in 1968 was only due to their ages and years of pro experience. <br /><br />Although Pena was the primary SS in 1968, he was simply a veteran placeholder until Don Money was ready. Had he not been selected, he would have most likely been released or sent to AAA as insurance, while Money started at SS with Harmon as the backup.<br /><br />Sutherland was a real puzzle. After platooning at both SS and LF as a rookie in 1967, he was only a utility man in 1968, not even getting the chance at the starting SS job after Money faltered and later, when Bobby Wine injured his back. In the Nov.2 issue (page 38) the Phillies article indicates that Woody Fryman was initially left unprotected but pulled back after the first round pick of Gary Sutherland, and probably left exposed that far because of a weak second half of the '68 season. <br /><br />The article also indicates that Phillies management was hoping Tony Gonzalez would be picked, due to age, injuries, and a run-in he had with manager Bob Skinner in June of that season.<br /><br />Management also didn't expect Gary Sutherland to be taken in the first round, so perhaps they planned on pulling him back with Fryman. <br /><br />Wegener was left unprotected because, as you note, he had regressed somewhat and also was out of options and the Phils did not plan on having him in the majors in 1969. <br /><br />Jackson was left unprotected due to his age, high salary (a whopping $50,000 !) and the fact that he had already indicated that he would likely retire if chosen (he was and he did).<br /><br />The Phillies apparently rated Roberto Pena below Money, Terry Harmon, and Larry Bowa in the organization. Harmon was on the 15 man protected list and Bowa was pulled back with Fryman after round 1. Remember, Harmon had spent the season in AAA while Larry was behind him in AA. <br /><br />Not much is said about Steve Arlin, other than that he was a stud at Ohio State (in fact, he was a two time All American, and College World Series MVP). But, as you note, he didn't improve as he wound his way up the Phillies minor league hierarchy, so probably fell in the right slot. He did have a decent five year career in the big leagues, considering most of it was spent with the Padres. He quit after 1974 and became a dentist. (Funny to think that back then being a dentist was a more lucrative career than playing in the major leagues). <br /><br />In general, your projections seem pretty accurate. In answer to your question at the beginning, with a few exceptions, anyone in the organization was eligible to be drafted in the 1969 expansion draft, not just players on the 40 man roster.
